EASTHAM BOARD OF HEALTH WORKSHOP

SOLID WASTE REGULATIONS
There is a need to adopt a definition appendix for this regulation.
The edits to the Refuse and Septage Disposal Regulations were reviewed. Additional edits were made to Section IX Transfer Station and Recycling Regulations, part C Use of Transfer station, Use 5.
All edits were posted on the Town of Eastham website.
I.
MUNICIPAL WATER UPDATE
Approximately 500 homes will be getting the first wave of water supply
Hand outs will be made to help inform people about the water supply
II.
LANDFILL UPDATE
Landfill investigation is ongoing. They are currently looking into areas of perplexity, such as those outside of the landfill area like Knowles St. It is proposed that this may be due to contamination in shallow and lower aquifer. Verification of well depths and locations of septic tanks will be necessary to shed light on the current situation.
o Boston University and Laura Lynn are working with the Town of Eastham of the 1,4 Dioxane problem
o They are preparing a fact sheet for the public.
o There are 19 people that are outside of the “study area” (landfill area) whom are self selected and currently part of the 1,4 Dioxane study. They are paying for the testing. The project is predicted to cost upwards of $200,000. 506 houses and 272 wells have been tested for 1, 4 Dioxane. Eastham Elementary School was retested on May 6, 2014. There was a slight increase in the levels of 1, 4 Dioxane. The results are below the reporting limit but above the minimum detection level.

OTHER BUSINESS
Fertilizer Regulation
o No town has adopted it yet
o We should do whatever we can to prevent the polluting of the town water and soil.
o This can either be a By-Law or the BOH can regulate it.
o The state has adopted a fertilizer regulation and this would go above and beyond those regulations.
o Proposed July 9th meeting at 2:00PM with Board of Health and Board of Selectmen to discuss fertilizer regulations.
Joanne Buffington will not be able to attend the July 31st BOH Meeting
